NPA Says House of Representatives’ Passage of Bill to Provide Veterans Additional Access to the Program of All-Inclusive Care for the Elderly Will Improve Their Lives; Urges Swift Senate PassagePRNewswireDecember 6, 2023Washington, DC—On the second anniversary of the passing of the Honorable Bob Dole (R-KS), the National PACE Association praises the U.S. House of Representatives for passing the Elizabeth Dole Home Care Act (H.R. 542) by a vote of 414-5, which will give veterans increased access to the Program of All-Inclusive Care for the Elderly across the nation. We urge the Senate to pass this bill soon so more veterans can enjoy the highest quality of life possible as they age by receiving any care needed at home or in the community. The legislation would establish formal partnerships between Programs of All-Inclusive Care for the Elderly (PACE) and nearby Veterans Affairs Medical Centers located within their geographic service areas. This policy change would broadly increase access for veterans to the innovative PACE model of care so they may continue to live at home, despite needing a nursing home level of care.

A research letter in the Journal of the American Geriatrics Society reported that over the last two decades, a variety of factors have shifted where people with dementia live, including family caregiver availability, declining marriage and birth rates, alternative residential care arrangements, Medicaid expansion of home- and community-based services and the long-term care workforce crisis. Researchers said their study showed that the COVID-19 pandemic noticeably altered living arrangements for individuals living with dementia, increasing the number of those opting to age in place. ... What concerned researchers was increasing functional impairment and levels of unmet needs among those living alone or in a residential care setting, including assisted living and CCRCs, “given the limited regulatory oversight and lack of uniformity in services available in these settings.”

The researchers compared the healthcare expenditures and health outcomes of thousands of PCMH and non-PCMH patients across Maryland during the state’s Multi-Payer PCMH program. They found that high-cost patients, such as those with chronic conditions, frailty or greater rates of hospital or ambulance usage, experienced better health outcomes with less health service utilization.
