Roughly a month after Change Healthcare fell victim to a cyberattack that debilitated a large section of the healthcare system, Sen. Ron Wyden (D-OR) and Xavier Becerra, secretary of the Department of Health and Human Services, devised a plan to penalize providers that fail to protect their patients’ data.
